US federal holidays are named directly in statute: 5 U.S.C. §6103(a) lists eleven of them, with no annual proclamation above it — the Office of Personnel Management only maps the statute onto a calendar. A Saturday holiday moves to the preceding Friday under §6103(b)(1), but the Sunday rule is not in the code at all: it comes from Executive Order 11582 of 1971. Hence 2028's New Year's Day is observed on 31 December 2027.
