How does Brazil mark Emancipation Days?Dia Nacional de Zumbi e da Consciência Negra
20 November took twenty years and three statutes in Brazil. Law 10.639 of 2003 added article 79-B to the education framework law, and all it said was that "the school calendar shall include 20 November as the National Day of Black Consciousness" — at that point the date existed only inside schools. Law 12.519 of 10 November 2011 raised it to a national commemorative date, with the text naming it as the day of the death of "the Black leader Zumbi dos Palmares", still with no day off attached. Only on 21 December 2023 did Law 14.759 state, in its article 1, that 20 November "is declared a national holiday"; before that, whether anyone stopped work depended on state and municipal legislation. The other candidate date was not chosen: the Lei Áurea of 13 May 1888 (Law 3.353) runs to two articles — the first declaring slavery in Brazil extinct from the date of the law, the second repealing anything to the contrary — and contains nothing else: no compensation, no land, no civil-rights provision. 13 May is absent from the federal list of holidays published by the foreign ministry; 20 November is on it, marked feriado nacional.

How does United States mark Emancipation Days? · Birthday of Martin Luther King, Jr.
The Birthday of Martin Luther King, Jr. falls on the third Monday in January and comes from Public Law 98-144, signed 2 November 1983 (97 Stat. 917) — again a single line added to the list in 5 U.S.C. §6103(a). Reading the two dates together is what shows the pace: of the eleven federal holidays currently in §6103(a), exactly two deal with slavery and what followed it, and thirty-eight years separate them. After King's birthday was added in 1983, no holiday was added to the federal list at all until Juneteenth in 2021 — one addition in thirty-eight years, and this was it.

How does Taiwan mark Emancipation Days?民族平等紀念日
Taiwan has no abolition anniversary; the closest date on this axis is 21 March, the Memorial Day for Ethnic Equality. The Act on Commemorative Days and Holidays lists it as the fifth of twenty commemorative days in article 3, with the Memorial Day for the Lifting of Martial Law on 15 July as the ninth. Neither carries a day off: article 4 restricts the commemorative days that give one day's holiday to six — Founding Day of the Republic of China, Peace Memorial Day, Confucius's Birthday, National Day, Retrocession and Guningtou Victory Day, and Constitution Day — and states that all the rest "shall not be holidays". What a commemorative day does require is set out in article 7: agencies shall fly the national flag, and the remaining commemorative days "may hold commemorative activities according to their nature" — may, not shall. 21 March is also the United Nations International Day for the Elimination of Racial Discrimination, which the National Human Rights Commission marks each year.

How does India mark Emancipation Days?Ambedkar Jayanti
14 April is the birth anniversary of B. R. Ambedkar, chairman of the drafting committee of the Indian Constitution — the document whose Article 17 reads: "'Untouchability' is abolished and its practice in any form is forbidden. The enforcement of any disability arising out of 'Untouchability' shall be an offence punishable in accordance with law." What is institutionally distinctive is how the day off works. It is not on the central government's annual holiday list: those lists are drawn up state by state under DoPT O.M. No. F.No.12/2/2023-JCA of 3 July 2025, and they differ: central offices in Uttarakhand get seventeen gazetted holidays for 2026, from Republic Day to Christmas, and offices in Odisha also get seventeen — Ambedkar Jayanti is on neither. On the Odisha list 14 April turns up in the restricted-holiday annexure instead, under a different festival (Vaisakhi / Vishu / Meshadi). The closure comes from a separate order issued afresh every year, titled "Declaration of Holiday on 14th April — Birthday of Dr. B.R. Ambedkar" — the 2022 one was O.M. No. F.No.12/4/2020-JCA of 4 April, and central offices closed on it. The day is observed every year, and every year it has to be ordered again.

How does United States mark Emancipation Days? · Juneteenth National Independence Day
19 June marks the day in 1865 when Major General Gordon Granger read General Order No. 3 at Galveston, informing the people of Texas that all enslaved people were free — two and a half years after the Emancipation Proclamation. Becoming a federal holiday took another 156 years, and Texas got there first: House Bill 1016 of the 66th Legislature made 19 June "Emancipation Day in Texas," a legal state holiday effective from 1980. The federal statute came on 17 June 2021, when Public Law 117-17 inserted the single line "Juneteenth National Independence Day, June 19." into 5 U.S.C. §6103(a), immediately after the item for Memorial Day. The Senate passed it on 15 June, the House on 16 June, and it was signed on 17 June — three days end to end. Subsection (b) of the same section matters in practice: when a holiday falls on a Saturday, the Friday before is the legal public holiday for employees on a Monday-to-Friday week, so 19 June 2027 falls on a Saturday and the day actually taken is Friday 18 June. A federal holiday binds federal agencies and the District of Columbia; each state decides for itself whether to follow.

Does China have Emancipation Days?
China's national holiday list contains nothing on abolition or emancipation. The Measures on Holidays for National Annual Festivals and Commemorative Days (State Council Order No. 795, fourth revision of 10 November 2024, in force from 1 January 2025) set out, in article 2, the seven festivals on which all citizens are off; in article 3, four commemorative days that give part of the population time off (Women's Day, Youth Day, Children's Day, the Army's founding anniversary); and in article 5, nine commemorative days that expressly carry no time off — 7 February, 30 May, 7 July, 3 September, 18 September, Teachers' Day, Nurses' Day, Journalists' Day and Arbor Day. None of them belongs to this category. Article 4 of the same instrument leaves the festivals customary to ethnic minorities to the local governments of the areas where they live, to be fixed according to each group's own customs. At sub-national level one related day does exist: according to material published on the website of the Tibet Autonomous Region government, on 19 January 2009 the second session of the ninth Tibet Autonomous Regional People's Congress voted to adopt a Decision on Establishing the Serfs' Emancipation Day of Tibet, setting 28 March each year as that commemorative day. It was created by the regional people's congress and does not appear on the State Council's national list.

Does Indonesia have Emancipation Days?
Indonesia's national holiday list contains no emancipation anniversary. Presidential Decision No. 8 of 2024, signed on 29 January 2024, consolidated rules that had been scattered across several earlier decisions into a single instrument and set out that year's sixteen holidays — from New Year's Day, Lunar New Year, Idulfitri and International Labour Day to the Birth of Pancasila and Christmas — and none of them belongs to this category; the same decision leaves the dates of the Islamic New Year, Idulfitri and Iduladha to be fixed each year by the minister responsible for religious affairs. Indonesia writes the matter into a rights statute rather than into the calendar. Article 4 of Law No. 39 of 1999 on Human Rights places the right not to be enslaved among the rights that may not be reduced under any circumstances by anyone; article 20 then states, in its first paragraph, that no one may be enslaved or held in servitude, and in its second, that slavery and servitude, the slave trade, the trade in women and any act whatsoever with a similar purpose are prohibited.

Does Japan have Emancipation Days?
Japan has no national holiday marking the abolition of status discrimination or any act of emancipation. Article 2 of the Act on National Holidays (Act No. 178 of 1948) lists sixteen holidays, from New Year's Day to Labour Thanksgiving Day, and none of them touches this subject; the list is closed, extendable only by amending the statute, and neither prefectures nor municipalities may add to it. The institutional answer took another form. In 2016 the Act on the Promotion of the Elimination of Buraku Discrimination (Act No. 109 of 2016) was passed — six articles in total, opening with the statement that buraku discrimination still exists today, then setting out the duties of the national and local governments, the strengthening of consultation services, education and awareness-raising, and a national survey of the actual state of that discrimination. The Ministry of Justice runs the awareness work under its human rights remit and publishes the statute alongside the supplementary resolutions of both houses' judicial affairs committees. Japan, in other words, has the law but not the date.
