Who decides these days
Brazil's national holidays sit in permanent statutes, such as Law 662 of 1949 and Law 14,759 of 2023. On top of them comes a yearly ministerial ordinance (Portaria MGI) that announces those holidays and designates ponto facultativo — days the federal administration may take off, binding on no private employer. Carnival Monday and Tuesday are of that kind. The ordinance even carries unnamed bridging days and half-days fixed by the clock.
