Taiwan's Labour Day is 1 May. Article 5 of the Act on Commemorative Days and Holidays lists it as a festival, and Article 6 provides that Children's Day, Tomb-Sweeping Day, Labour Day, the Dragon Boat Festival, Teachers' Day and the Mid-Autumn Festival are each a one-day holiday, with no distinction drawn as to who gets it — so it applies to everyone. That is a change: before this, the basis for the 1 May holiday was labour legislation, and in practice only employees covered by the Labor Standards Act were off while public servants worked. Taiwan's Labour Day has a property rarely seen elsewhere: it is a holiday on which only some people are off. The day off is limited to workers covered by the Labour Standards Act, while civil servants and parts of some industries work as usual, so within one household one person may rest and another may not. A holiday named for labour thus lays the question of who counts as a worker out on the calendar, replayed once a year.
