How does Brazil mark Emancipation Days?

20 November took twenty years and three statutes in Brazil. Law 10.639 of 2003 added article 79-B to the education framework law, and all it said was that "the school calendar shall include 20 November as the National Day of Black Consciousness" — at that point the date existed only inside schools. Law 12.519 of 10 November 2011 raised it to a national commemorative date, with the text naming it as the day of the death of "the Black leader Zumbi dos Palmares", still with no day off attached. Only on 21 December 2023 did Law 14.759 state, in its article 1, that 20 November "is declared a national holiday"; before that, whether anyone stopped work depended on state and municipal legislation. The other candidate date was not chosen: the Lei Áurea of 13 May 1888 (Law 3.353) runs to two articles — the first declaring slavery in Brazil extinct from the date of the law, the second repealing anything to the contrary — and contains nothing else: no compensation, no land, no civil-rights provision. 13 May is absent from the federal list of holidays published by the foreign ministry; 20 November is on it, marked feriado nacional.

The two largest slaveholding societies in the Americas both waited until the 2020s to put abolition on the national holiday calendar — the United States in 2021, Brazil in 2023 — more than a century and a half after slavery ended in law.

Both arrived the same way, from below: Texas made 19 June a state holiday in 1980, and Brazil's 20 November passed through the school calendar and then a commemorative-date statute before it became a holiday.

India has no abolition holiday; the closest date, Ambedkar Jayanti on 14 April, is not even on the central government's annual holiday list and is granted each year by a separate order.

Taiwan names 21 March in statute and expressly gives no day off, Japan has the law but no date, and neither Indonesia's nor China's national holiday list contains anything of the kind.
