How does India mark Emancipation Days?

14 April is the birth anniversary of B. R. Ambedkar, chairman of the drafting committee of the Indian Constitution — the document whose Article 17 reads: "'Untouchability' is abolished and its practice in any form is forbidden. The enforcement of any disability arising out of 'Untouchability' shall be an offence punishable in accordance with law." What is institutionally distinctive is how the day off works. It is not on the central government's annual holiday list: those lists are drawn up state by state under DoPT O.M. No. F.No.12/2/2023-JCA of 3 July 2025, and they differ: central offices in Uttarakhand get seventeen gazetted holidays for 2026, from Republic Day to Christmas, and offices in Odisha also get seventeen — Ambedkar Jayanti is on neither. On the Odisha list 14 April turns up in the restricted-holiday annexure instead, under a different festival (Vaisakhi / Vishu / Meshadi). The closure comes from a separate order issued afresh every year, titled "Declaration of Holiday on 14th April — Birthday of Dr. B.R. Ambedkar" — the 2022 one was O.M. No. F.No.12/4/2020-JCA of 4 April, and central offices closed on it. The day is observed every year, and every year it has to be ordered again.

What is this topic?

The two largest slaveholding societies in the Americas both waited until the 2020s to put abolition on the national holiday calendar — the United States in 2021, Brazil in 2023 — more than a century and a half after slavery ended in law.

Both arrived the same way, from below: Texas made 19 June a state holiday in 1980, and Brazil's 20 November passed through the school calendar and then a commemorative-date statute before it became a holiday.

India has no abolition holiday; the closest date, Ambedkar Jayanti on 14 April, is not even on the central government's annual holiday list and is granted each year by a separate order.

Taiwan names 21 March in statute and expressly gives no day off, Japan has the law but no date, and neither Indonesia's nor China's national holiday list contains anything of the kind.
