Brazil has no compulsory address registration: moving does not require reporting to the state, and there is no equivalent of a household register. What gets updated in practice are separate records — the polling place attached to the voter registration, the banks, the tax authority and assorted accounts. Instead, proof of residence is one of the documents most often demanded in daily life in Brazil: opening an account, signing a contract or registering for almost anything requires a recent utility bill. With no household register, the bill becomes the evidence of where you live. Renting usually requires a guarantor or guarantee insurance, and that hurdle often takes longer than finding the flat itself.
