Indonesia's Hari Ibu is 22 December, established in 1959 by President Sukarno through Presidential Decree No. 316 as a national day that is not a public holiday. The date comes from the first Indonesian Women's Congress, opened on 22 December 1928 in Yogyakarta, attended by around thirty women's organisations and followed by the founding of a national women's federation. Its root is therefore not motherhood but the women's movement: it commemorates the beginning of women as political actors, which is not the same thing as the May holiday at all.The title of that presidential decree states its nature outright: on national days that are not public holidays. In other words, the same document that established it already made clear that it is not a day off — the weight of the commemoration and whether anyone gets leave are handled as two separate questions.

Mother's Day in the United States comes from a joint resolution of Congress approved on 8 May 1914 designating the second Sunday in May. President Wilson promptly issued a proclamation directing government buildings to fly the flag and inviting people to fly it at home as a public expression of love for the country's mothers. It is a designated observance rather than a federal holiday — nobody gets the day off, and the formal core of it was flag display, later buried under gifts and restaurant bookings.Worth setting beside it is Father's Day: the same legislative route was only completed for it in 1972, fifty-eight years later than Mother's Day. Taiwan's Mother's Day is the second Sunday in May. The Act on Commemorative Days and Holidays names it as a festival, but the same article states that festivals other than a listed few 'shall not be days off'. So it is recognised in law while leaving no mark on the calendar: the carnations, the cake and the restaurant all happen inside the Sunday people already had. Being written into a statute and still given no leave is itself a position.The same article gives a day off to Children's Day, Tomb-Sweeping Day, Labour Day, the Dragon Boat Festival, Teachers' Day and the Mid-Autumn Festival — Mother's Day is not among them. Naming a festival in law without granting leave is an explicit second list in this act, and Mother's Day belongs to it. Mother's Day in Taiwan is not a day off, but because it always falls on a Sunday that hardly constrains it — restaurant bookings on this day are among the highest peaks of the year and are usually full a month ahead. Set beside Father's Day, which belongs to the same family relation but lands on a weekday, the single design choice of fixing the date to a Sunday makes a large difference in how far each day can actually be carried out.

Japan's Haha no Hi is also the second Sunday in May, and its most concrete trace is in flower statistics. The Ministry of Agriculture's briefing on the flower sector notes that imports make up about 28 per cent of domestic cut-flower distribution by volume, with carnations and chrysanthemums particularly high — precisely because demand for them concentrates on occasions like Mother's Day and the equinoctial weeks. Brazil's Dia das Mães is the second Sunday in May, made official by President Getúlio Vargas in 1932. It is now one of the largest retail windows of the first half of the year, and the federal Chamber of Deputies even lights the congressional building pink for it. Mother's Day has no official standing in China, just as Father's Day has none: the State Council's Measures sort days into those for all citizens and those for some, and the latter list carries Women's Day, Youth Day, Children's Day and Army Day — Mother's Day is in neither. Set against it is 8 March: on Women's Day women get half a day off, and that is written into the Measures. The same state gives "women" and "mothers" different institutional treatment — one has half a holiday, the other has a florists' season.

Mother's Day is likewise absent from India's central and state holiday lists; what is followed is the second Sunday in May, mostly in cities and schools. Running alongside it is an older line: the nine nights of Navratri honour the goddess in autumn, and in West Bengal Durga Puja stops whole cities for her. That is not "Mother's Day", but it is how this society puts motherhood on the public calendar. One is an imported date, the other a local season, and neither replaces the other.
