Article 1 of Taiwan's Military Service Act is one sentence: every male citizen of the Republic of China has, by law, the duty to perform military service. Article 3 frames the years — liability begins on 1 January of the year after a man turns eighteen and ends on 31 December of the year he turns thirty-six. Article 16 is the one most discussed lately: active service for conscripts of eligible age lasts one year, after which they are discharged; the alternative path is military training of up to four months. The same article carries an unusual device: military training or national-defence education courses passed at senior high school or above may be converted at eight class periods to one day of service, up to thirty days off active service and fifteen off training — hours spent in a classroom trade against days spent in barracks. Article 2 divides service into officer, non-commissioned, enlisted and substitute service, and substitute service is Taiwan's ordinary channel for conscience and fitness questions rather than an exceptional clause.
