Memorial Day honours service members who died in military service. Flags at cemeteries, public ceremonies, and leisure can share the same weekend; it is not a festival for every deceased person. The date itself is a product of administrative efficiency: the Uniform Monday Holiday Act of 1968 moved it from 30 May to the last Monday in May, effective 1971, so that federal employees would have a dependable three-day weekend. That change also turned Memorial Day into the opening of summer, and made what the day is for something that has to be recalled deliberately — hence the National Moment of Remembrance Act of 2000, which sets a minute of silence at three in the afternoon.

Halloween in the United States is 31 October and is not a federal holiday. Its content is children going door to door for sweets, houses set out with carved pumpkins and decorations, and costume parties for adults. Because there is no day off, all of it happens after dusk; schools may hold a costume day, but that is a school's own decision. Its sharpest difference from the other six days on this page is that it faces not one's own dead but the whole street of neighbours.
