Father's Day took a long time to settle in the United States. On 24 April 1972 House Joint Resolution 687 became Public Law 92-278, designating the third Sunday in June each year; President Nixon then issued Proclamation 4127 directing government buildings to fly the flag. Mother's Day had completed the same process back in 1914 — fifty-eight years earlier. The gap between the two dates in institutional time is itself readable data. Before the statute, the date had already been recognised by the executive: in 1966 President Johnson issued a proclamation naming the third Sunday in June, but a proclamation is issued year by year and carries no permanence, so a law was still needed to make the arrangement fixed. The 1972 public law wrote it down, and the date no longer had to be declared afresh each year.
