Who decides these days

Thailand runs three holiday lists, and they apply to different people.

Government offices follow the Cabinet: the standing list is in the Prime Minister's Office announcement of May 2019, and the Cabinet adds special days year by year, such as 2 January 2026.

Banks follow the Bank of Thailand, which issues an annual announcement under Section 37 of the Financial Institution Businesses Act; the 2027 one, No. 37/2569, appeared in the Royal Gazette on 25 August 2026 and closes banks on 18 weekdays.

Private employers fall under Section 29 of the Labour Protection Act 1998: at least 13 traditional holidays a year, which must include Labour Day on 1 May, with the rest chosen by the employer.

So banks and companies close on Labour Day while civil servants work, and only government offices close for the Royal Ploughing Ceremony and Khao Phansa.

Makha, Visakha and Asalha Bucha fall on full moons of the Thai lunar calendar, Khao Phansa on the day after Asalha, and all shift by about a month in years with a leap eighth month; the 2028 dates are not yet announced.

A holiday on a weekend moves to the next working day.

In 2027 Asalha Bucha is a Sunday, so banks close Monday 19 July, which is also Khao Phansa; the government substitute awaits the Cabinet. 12 August was renamed after Queen Mother Sirikit died in October 2025, and the Cabinet kept it a holiday on 21 July 2026.
