Taiwan’s legal language is direct: a pet includes a dog, cat, or another animal kept or controlled for companionship or enjoyment. An owner must provide necessary medical care to an injured or ill animal; it cannot be treated only as a household object. That does not mean every family treats a pet as a child, or that every public space welcomes animals.
