Recent Indonesian regulation places companion animals within animal welfare and public administration, not only private preference. The Agriculture Ministry’s 2025 welfare regulation names education for companion-animal welfare, disease prevention, safe human–animal interaction, owners’ rights and duties, and identification and registration.
