How does Brazil mark Environment Days?

Brazil's tree day has two dates, and in law it has already been renamed. Article 1 of Decree No. 55,795 of 24 February 1965 establishes, throughout the national territory, the Annual Festival of Trees — "in substitution for the so-called Tree Day currently celebrated on 21 September." Article 3 explains why one date would not do: the country's physiographic and climatic range is too wide, so Acre, Amazonas, Pará, Maranhão, Piauí, Ceará, Rio Grande do Norte, Paraíba, Pernambuco, Alagoas, Sergipe and Bahia mark it in the last week of March, while Espírito Santo, Rio de Janeiro, Minas Gerais, Goiás, Mato Grosso, São Paulo, Paraná, Santa Catarina, Rio Grande do Sul and the Federal District mark it in the week beginning 21 September. Article 4 assigns the celebrations to the ministries of Agriculture and of Education and Culture. Sixty years on, what Brazilians actually say is still the superseded name, Dia da Árvore. It is not a national holiday: Law No. 662 of 1949, in the wording given by Law No. 10,607 of 2002, lists 1 January, 21 April, 1 May, 7 September, 2 November, 15 November and 25 December. The environment day Brazil did put into a statute is a different one — Law No. 12,633 of 14 May 2012 created the National Environmental Education Day on 3 June, nationwide, and it is not a day off either.
What is this topic?
Environment days almost never come with a day off. Across these seven countries there is exactly one exception, and it exists by accident: 4 May in Japan, Midori no Hi, is a statutory public holiday under article 2 of the Act on National Holidays. It began as the Showa Emperor's birthday on 29 April; when the throne passed in 1989 the birthday moved to December and the empty 29 April was renamed Greenery Day so the day off would survive, then shifted again to 4 May in 2007. Everywhere else the environment day is written into a statute, a decree or an assembly resolution — and the same instrument says nobody stops working.
